GB 43631-2023 "Basic Safety Technical Specifications for Paper Products for Infants and Children" Release Requirements

The mandatory national standard GB 43631-2023 "Basic Safety Technical Specifications for Paper Products for Infants and Children" was released on December 28, 2023 and will be officially implemented on January 1, 2025. Article 25 of the "Standardization Law" stipulates that products and services that do not meet the mandatory standards shall not be produced, sold, imported or provided.

1. Scope of application of GB 43631-2023

This standard applies to paper products produced and sold in my country for infants and children aged 36 months and below and children aged 3 years and above and 6 years and below.

2. GB 43631-2023 Product Classification

Paper products for infants and children are classified into infant and children's daily paper products and infant and children's cultural paper products according to their different product uses.

The main daily necessities for infants and children are: toilet paper, paper towels, wet wipes, and diapers (sheets, pads).

The main cultural paper products for infants and children are: cultural paper, paperboard, and paper books and reading materials for infants and children.

III. Basic safety technical requirements of GB 43631-2023

This standard specifies the basic safety technical requirements for these two types of products. By strictly limiting the chemical safety indicators, the safety risks of product use are greatly reduced and the safety of the product is improved.

IV. Labeling requirements

The packaging label of paper products for infants and children should contain Chinese information indicating the applicable population or applicable age (when applicable), such as "baby", "infant", "child", "baby", etc. Among them, products marked with the "children" logo, if otherwise indicated as "including applicable ages over 6 years old", are allowed to be exempted from the restrictions of this standard.
