Introduction to Certification
South Africa's Independent Communications Authority (ICASA) is the regulatory body for South Africa's national broadcasting communications and postal services. All wireless products must obtain ICASA certification before entering the South African market. For wireless communication equipment exported to the South African market, it is necessary to apply for model certification from the Independent Communications Authority of South Africa (ICASA for short), and it can only be sold after passing the review. This is also equivalent to applying for South Africa's ICASA certification for domestic network access model approval. It should be noted that ICASA certification can only be issued to registered companies or representative agencies in South Africa. Therefore, it is best for domestic manufacturers to apply for ICASA by local importers, but testing can be completed domestically.

Applicable product range
ICASA certification sets requirements for product technology and functions as well as equipment safety and electromagnetic compatibility. It is mainly applicable to the following products:

Wireless paging equipment;

Telecommunication systems (GSM and DCS);

Point-to-point digital fixed wireless systems;

Application process
1. Prepare the documents to be submitted, including application form, declaration of conformity, and letter of clearance (LOA)
2. Contact the local office in South Africa;
3. Submit the license application form to ICASA;
4. Pay the certification fee;
5. Obtain the type certification certificate.
Certification stage
The The type approval and liensing process consists of the following three phases:
1. Testing of the performance in accordance with the applicable technical standards?? The performance of the test must comply with the applicable technical standards
2. Testing of electromagnetic compatibility (EMC) - both emission and immunity measurements?? EMC testing - EMI and EMS
3. Testing of safety safety testing
Provisonal Type Approcal- Use of Equipment for Trial, Demonstration or research purpose on non-commercial basis
Type approval prerequisite-use of test equipment, demonstration or research based on non-commercial purposes
Application materials
The following information and documents must be submitted together with the type certification application form:
1. Product photos 2 color pictures (no photocopies are accepted,
2. Functional description of the equipment, at least in the form of a block diagram
3. Operation guide or instruction manual
4. RF + safety + EMC report: in PDF format or photocopy text or CD and other copy forms;
5. Circuit diagram approved and stamped by the testing agency, all revised terms must be highlighted.
Others
1. English test report (RF, EMC and safety) issued by a qualified laboratory, the submitted document must be in PDF document format or burned to a CD. ICASA does not accept the original report. Its testing requirements for wireless products such as mobile phones are basically the same as CE certification.
2. About application and fees
The application form must be completed and signed. When submitting the application form, a remittance receipt for the application fee must be attached.
3. Technical information to be submitted
Instructions, circuit schematics, PCB Layout, component location diagram, block diagram, technical manual, equipment photos, etc.
4. Model approval certificates are only issued to local registered companies or institutions in South Africa. Therefore, information including company registration number, address, telephone number, etc. is also required.
5. For model approval of mobile phones, in addition to all relevant reports, importers are also required to provide "Proof of Origin" and a statement that this batch of mobile phones is not stolen goods (in the applicant's company letterhead format)
6. A certificate is only allowed to record a maximum of 4 models, and it is not allowed to use ** or xy to replace other letters or numbers, etc.
7. The ICASA label is affixed to the packaging box. The finished label is purchased from the certification body or the customer chooses to print it by himself, but self-printing requires a certificate to be issued, and the customer's statement is taken to ICASA for approval. It is generally handled by the importing business itself.
