CTA Network Access Certification
Certification Introduction
Telecommunications terminal equipment that want to access the public telecommunications network needs to apply for a network access license. The application for the "Network Access License" of communication products is commonly known as "CTA" in the industry. According to the current laws and regulations of my country, the state implements a network access license system for telecommunications terminal equipment, radio communication equipment and telecommunications equipment involving network interconnection used to access the public telecommunications network (China Mobile, China Unicom, China Telecom). Telecommunications equipment that implements the network access license system must obtain a network access license issued by the Ministry of Information Industry; those that do not obtain a network access license shall not be connected to the public telecommunications network for use and sold domestically.
SRRC is the mandatory certification requirement of the National Radio Management Committee, which is what we often call model approval. CTA is the mandatory requirement of the Ministry of Industry and Information Technology's Telecommunications Equipment Administration for communication products. CTA requires a SRRC certificate before issuing a license. Simply put, these are two parallel lines that finally intersect.
Network license, the state implements a network access license system for telecommunications terminal equipment, radio communication equipment and telecommunications equipment involving network interconnection used to access the public telecommunications network. Telecommunications equipment that implements the network access license system must obtain a network access license issued by the Ministry of Information Industry; if a network access license is not obtained, it shall not be connected to the public telecommunications network for use or sold domestically. The network access license certificate contains the certificate number, applicant, manufacturer, equipment name, equipment model, place of origin, remarks, certificate issuance date, and certificate expiration date. The network access license is generally valid for 3 years.
CTA certification requires application materials
(i) Telecommunications equipment network access license application form (format text provided by the Ministry of Information Industry). The application form shall be signed and stamped by the legal representative of the applicant for telecommunications equipment network access license or his authorized agent; when the applicant and the manufacturer are different legal persons, a processing agreement signed and stamped by the legal representatives of both parties or their authorized agents shall also be provided. Foreign applicants shall entrust an agency in China to submit the application form as the applicant and issue a power of attorney.
(ii) Business license of corporate legal person. Domestic applicants shall provide a business license of corporate legal person. An agency entrusted by an overseas applicant to apply for a telecommunications equipment access license shall provide a valid license of the agency and a registration certificate of the overseas applicant (if the applicant and the manufacturer are different legal persons, relevant materials of the manufacturer shall also be provided at the same time).
(III) Introduction to the applicant. Including the applicant's profile, production conditions, instrumentation, quality assurance system and after-sales service measures. For products that are covered by state regulations for repair, replacement and return, documents on fulfillment of relevant responsibilities shall also be provided (if the applicant and the manufacturer are different legal persons, relevant materials of the manufacturer shall also be provided at the same time).
(IV) Quality system certification certificate or audit report. If the quality system certification is passed, the certification certificate shall be provided; if the quality system certification is not passed, the quality system audit report issued by the quality system audit agency that meets the relevant requirements shall be provided.
(V) Introduction to telecommunications equipment. Including equipment functions, performance indicators, principle block diagram, internal and external photos and instructions for use.
(VI) Test report or product certification certificate. It should be a test report or product certification certificate issued by a telecommunications equipment testing agency or certification agency recognized by the product quality supervision department of the State Council.
(VII) For radio transmitters applying for network access license, the "Radio Transmitter Equipment Model Approval Certificate" issued by the Ministry of Information Industry shall be provided.
(VIII) For radio communication equipment, equipment involving network interconnection or new telecommunications equipment applying for network access license, network access tests shall be conducted for at least three months on the telecommunications network within China or on the simulation test network designated by the Ministry of Information Industry, and the overall technical plan and test report issued by the test unit shall be provided.
(IX) For matters subject to special national regulations, relevant materials that comply with the regulations shall also be submitted.
