The Difference Between EU RoHS and RoHS Controlled Substances and Production Supervision

The Difference Between EU RoHS and RoHS Controlled Substances and Production Supervision

Detail Information
Product Description

The difference between EU RoHS and China RoHS:

Different control scope

EU RoHS controls electrical and electronic products with a DC voltage of 1500V and an AC voltage of less than 1000V, excluding exempted products, while my country implements an exhaustive method, namely the "Management Catalog for the Restriction of Hazardous Substances in Electrical and Electronic Products".

The first batch of management catalogs includes the following 12 categories of electrical and electronic products:

1. Refrigerators

2. Air conditioners

3. Washing machines

4. Electric water heaters

5. Printers

6. Copiers

7. Fax machines

8. Televisions

9. Monitors

10. Microcomputers

11. Mobile communication handsets

12. Single phones

Different controlled substances

EU RoHS has 10 controlled substances, as follows, while China RoHS currently has only 6 controlled substances.

Production supervision system

The EU RoHS supervision method is mainly based on random inspections in the circulation field, while China RoHS certainly has supervision in the circulation field. The new regulations clearly state that the main regulatory departments are the Municipal Supervision Bureau and the Ministry of Industry and Information Technology. In addition, China RoHS has strengthened supervision measures in the production process, which is also the main content of the new regulations, and a complete system has been formed.

Specifically, China RoHS requires product manufacturers in the management catalog to choose national voluntary certification or self-declaration, and enter the information into a unified platform. Let's take a look at the difference with the EU requirements.

Certification requirements

EU RoHS has no mandatory certification requirements, but the EU has formulated the hazardous substance process management system requirements IECQ-QC080000, and enterprises voluntarily apply for certification. The basic framework of this system is ISO 9001.

The new regulations clearly state that China RoHS must choose one of "national voluntary certification" and "self-declaration". There are four certification methods for national voluntary certification

Self-declaration

EU RoHS has no mandatory requirements;

China RoHS must choose one of "national voluntary certification" and "self-declaration".

Labeling requirements

EU RoHS has no labeling requirements;

China RoHS has labeling requirements, namely "Green Product Labeling Management Measures", which will be officially implemented on June 1 this year

Requirements for testing agencies

China RoHS has clear requirements:

1) Voluntary certification promoted by the state: the testing of certification samples should be completed by the inspection and testing agencies that have signed contracts with the certification agency and meet the relevant capacity and qualification requirements.

2) The test report in the self-declaration can come from the producer, production enterprise and other laboratories that have their own and meet the corresponding technical capabilities, or it can be a qualified third-party inspection and testing agency, or it can be a conformity report compiled by the supplier based on the determination of hazardous substances in all components, parts, components and raw materials.

In general, the EU provides third-party test reports as needed in the law enforcement process. Of course, the testing agency is an ISO/IEC 17025 certified laboratory, which is my country's CNAS accredited laboratory.

Testing methods, splitting rules

EU RoHS: IEC 62321

China RoHS:

Limits and splitting requirements are implemented in accordance with GB/T 26572

Testing methods are implemented in accordance with GB/T 26125

Public disclosure requirements

EU RoHS: There are no mandatory requirements, mainly to transmit relevant information between upstream and downstream of the supply chain;

China RoHS: Whether it is a voluntary certification promoted by the state or a self-declaration, it needs to be reported to the public service platform for the restriction of the use of hazardous substances in electrical and electronic products to achieve data sharing.
