GCC is the abbreviation of Gulf Cooperation Council. The Gulf Cooperation Council was established in Abu Dhabi, United Arab Emirates, on May 25, 1981. Its member states are Saudi Arabia, Kuwait, the United Arab Emirates, Qatar, the Sultanate of Oman, the Kingdom of Bahrain, and Yemen. The General Secretariat is located in Riyadh, the capital of Saudi Arabia. The highest authority is the Supreme Council, which is composed of the heads of member states. The six GCC countries are at the transportation hub of the eastern and western hemispheres and have a very important strategic geographical location. It borders Iraq and Jordan to the north, Yemen and the Arabian Sea to the south, the Arabian Gulf to the east, and the Red Sea to the west. 1) Product companies meet GCC regulatory requirements.
2) Products with the logo meet the requirements of GCC regulations.
3) Products must not only meet safety, public health, consumer protection and other requirements, but also meet the requirements of GSO regulations.
4) The legal person or enterprise is responsible for the products bearing the GCC Conformity Marking logo and promises that the products comply with all applicable GSO regulatory requirements and have passed the consistency assessment process.
5) In order to have multiple applicable GCC technical regulations, GCC Conformity Marking indicates that the product complies with all applicable regulations. These regulations should be reflected on product labels and nameplates accordingly.
6) Except for some exempted products due to special economic reasons or administrative measures, all regulated products must be labeled with GCC Conformity Marking before entering the GCC market. Exempted products only apply to products that are not harmful to health, safety and related operations. These exempted products must be notified by GSO to all Gulf member states.
7) The pattern of GCC Conformity Marking cannot be too large or too small, and it must be related to technical regulations.
8) If relevant regulations stipulate the size of GCC Conformity Marking, the height of the mark must be greater than 5mm.
9) The GCC Conformity Marking logo should appear in an appropriate location according to the nature of the product, such as being fixed or printed on the product label, or printed on the product packaging or printed on a closed document in accordance with regulatory requirements.
10) GCC Conformity Marking requires clarity, readability, and resistance to wear and tear.
11) The GCC Conformity Marking logo is produced and pasted at the finished product stage.
12) The GCC Conformity Marking logo must bear the identity code of the notified body
13) Other deceptive logos that are identical or similar to the GCC Conformity Marking logo are not allowed.
14) The GCC Conformity Marking logo can be combined with other national or international marks
logos appear at the same time, as long as these logos do not confuse the GCCConformity Marking and do not limit or damage the readability of the GCCConformity Marking logo.
15) The GCCConformity Marking logo can be made and affixed by the manufacturer, agency or the person responsible for GCC marketing of the product.
16) The manufacturer or its agency that is a GCC member needs to issue a statement indicating that the company complies with the relevant regulatory requirements for form inspection and quality control systems before making and affixing the GCC Conformity Marking logo.
17) Statement to ensure that the product complies with the basic requirements and conditions stipulated in GCC technical regulations. Or declare that the product is consistent with the sample tested by the notified body.
18) Unless otherwise specified in GCC regulations, all declaration documents must be kept for at least 10 years.
19) Statements and labels contain at least the following:
A. Manufacturer’s name or agency name in GCC country;
B. Product identity features, such as product name, model, model code, serial number and other similar data.
C. Standard regulations and technical guidelines adopted for product design and production;
D. Product level or category (appliances);
E. The person responsible for the product and his or her signature (manufacturer or legal agent of a GCC member state);
F. Declaration document - declares that this document explains the manufacturer's responsibility or the legal agent's responsibility;
G. The identity of the signatory from the manufacturer or agency;
20) The declaration document may contain other information, such as: the name and address of the inspection and testing agency, and the name and address of the person responsible for the product.
21) In order to prevent a product from having multiple applicable GCC technical regulations, the manufacturer can issue a statement to include all GCC technical regulations that the product meets in the statement.
22) The declaration document may be provided to the market investigation and control authorities of GCC member states at any time.

GCC certificate
According to the new standards in the extended formal year, the new standard items need to be retested and submitted to GSO together with the GCC certificate. GSO reserves the right to view other test reports and raw data of this model. All test data must come from the company's own laboratory or from an independent laboratory recognized by GSO.
1) For models that have already been certified and have been awarded a GCC certificate, the manufacturer must resubmit the original copy of the new GCC certificate of conformity and the test report and original data of the new test items to the GSO Head Office.
2) For new vehicle model manufacturers applying for certification, they must submit a certificate of conformity that meets GCC certification requirements to GSO, and submit a test report that meets GSO requirements. Before the first shipment every year, the manufacturer should submit an English/Arabic certificate of conformity to GSO to prove that the model meets the requirements of the Gulf vehicle standards.
3) Manufacturers of semi-finished vehicles (such as chassis, etc.) must also submit a certificate of conformity written in English/Arabic to GSO in advance before shipping the first batch of goods of any type every year, or at least submit the certificate to the standardization and metrology organization of the GCC country in advance. A certificate of conformity written in English/Arabic that certifies that such vehicle has been completed in accordance with the semi-complete vehicle manufacturer's guidelines and still complies with the requirements of the relevant Gulf standards for vehicles.
Certification procedure
1. Complete the GCC certification consultation form and submit an application to the consulting company;
2. The enterprise conducts testing of motor vehicles and tire products in GCC-accredited laboratories in accordance with the methods and requirements of relevant Gulf standards;
3. The consulting company assists the company in producing the technical and certification documents that need to be submitted to GSO based on the testing data;
4. GSO will review the documents submitted by the enterprise. If the review is qualified, GSO will issue a GCC certification to the enterprise. If the review is unqualified, GSO will notify the enterprise that the application has not been approved and inform the reason;
5. After the validity period of the GCC certification certificate expires, you need to prepare the extension application documents again and apply for a new GCC certificate.
Precautions
1) Before formally applying, it is important to understand the relevant procedures of GCC certification. Since GCC certification is valid for one year and application materials are required to be submitted at least three months in advance, and GSO has a three-month holiday every summer, Chinese companies must pay special attention to the timing of GCC certification.
2) The key for Chinese automotive products to obtain GCC certification is to master some of the special requirements for GCC certification, especially focusing on items that are different from or more restrictive than China’s mandatory standards, such as engine cooling systems, passenger car interior spaces and luggage compartments. Volume, installation location and markings, material requirements for components such as brake pads and batteries, and special requirements for power control systems and exhaust systems.
3) Chinese automobile companies should try their best to entrust laboratories recognized by the GSO organization for testing and testing. The content format of the test report must meet the requirements, the test cycle must meet the reasonable period considered by the GSO organization, and the original record data must be retained.
4) When Chinese vehicles undergo GCC certification, they must be adapted to adapt to the high temperature, dusty, and humid environmental requirements of the Middle East. For cars exported to Middle Eastern countries, the engine cooling system should be resistant to high temperatures and have strong off-road performance, because the summer temperature in the Gulf region is as high as 40-50°C, and the winter temperature is also maintained at around 20°C.
