What is CPSC certification?
CPSC is an important consumer rights protection organization in the United States. It is the abbreviation of Consumer Product Safety Committee, which is the Consumer Product Safety Association. CPSC is the name of an organization, and what we call CPSC certification means that we need to find a third-party laboratory authorized by CPSC to issue test documents. The U.S. Consumer Product Safety Commission (CPSC) was established in 1972. Its responsibility is to protect the interests of consumers and maintain personal and family safety by reducing the risk of injury and death from consumer products. CPC is a certificate, which is issued by an authorized laboratory after the product has been tested and the test data complies with relevant regulations.

The main functions of the CPSC are: formulating producer self-regulatory standards, and formulating mandatory standards or bans for consumer products that have no standards to follow. Conduct inspections of potentially hazardous products and provide feedback to consumers through various channels including the media, state, local governments, individual groups, etc. The CPSC is now responsible for safety monitoring of more than 15,000 consumer products. Children's Product Certificate is a certificate issued based on test data after a third-party laboratory authorized by the CPSC tests the product in accordance with regulations.

CPSIA is a regulation and a standard that stipulates product quality. CPSIA is the Security Improvement Act signed into law by US President Bush on August 14, 2008. This act is the most stringent consumer protection act since the establishment of the Consumer Product Safety Commission (CPSC) in 1972.

CPSIA imposes more stringent requirements on the lead content of children's products and restricts the use of six specific phthalates (esters) in toys and child care products. In addition, regulations also impose the following requirements on the safety compliance of children's products:
1. Conduct compliance testing in a CPSC-accredited laboratory;
2. Obtain a children's product certificate (issued by the manufacturer or importer) to prove the product's compliance;
3. CPSC establishes a database of children’s product accident injury reports that can be queried by the public.

CPSIA mandatory testing and certification
The CPSIA Act expands the scope of products that require testing and certification. Products controlled by the standards, bans and implementation rules established by the CPSC in accordance with this act are required to undergo testing and certification. This testing and certification requirement came into effect on November 12, 2008.
CPSC will accredit testing laboratories by directly accrediting them, or by designating an independent accreditation agency. However, laboratories controlled by children's product manufacturers must be accredited by the CPSC.

The main purpose of US CPSC certification:
1. Establish unified mandatory national standards across the United States.
2. Further standardize lead-containing toys.
3. Add traceability labels to toys.
4. Convert the voluntary standard ASTM F963 into a mandatory standard.
5. Implement mandatory third-level testing for certain children’s products and control 6 types of phthalates in toys.

CPSC certification scope
CPSC certifies controlled products and substances for up to 15,000 consumer products used in homes, sports, entertainment and schools. However, products such as vehicles, tires, ships, weapons, alcohol, tobacco, food, medicines, cosmetics, pesticides and medical devices do not fall within its jurisdiction.
